This item is not available in your location XBOX?

ok my boyfriend who lives in america wanted to give me microsoft points so he made me a seprate account so i can download the new black ops maps and so he made the account and i went to download it and it says "this item is not available in your location" and its already taken away my points so any idea on how to fix this?
