Ideas for tattoo locations?

I was thinking about getting a tattoo when I am a little older and after creating my perfect design, I cant decide where to put it. It's full color and about 3" long and 2" tall and is of a phoenix flying with a banner that says "Life goes on". I don't want it on my arms, wrist, legs or on my lower back, and was thinking about maybe my upper back (near my shoulder blades)? I need to be able to hide it from my parents, but I would use makeup to cover if necessary. ideas?
